Bob Blumberg, the chief negotiator for the US delegation at UNESCO in Paris has just passed away. Bob will be remembered for his fierce but diplomatic determination to reach an agreement with the international community in maintaining the rights of the private sector’s ambition to recover historic shipwrecks under archaeological guidelines.
Even though at times Mr. Blumberg came under immense pressure from some in his own constituents not to protect the salvage rights of private citizens, Bob was determined to reach a compromise within his own delegation that would include the continuation of commercial salvage in the United States in spite of the international community’s proposed ban on it. At this he succeeded, and we all as historic shipwreck salvors, are immensely grateful for the work he has done.
The following is an excerpt from an interview with Mr. Blumberg in Paris.
“As senior delegate, Blumberg was extremely effective and a polished negotiator. He adamantly defended the U.S. position on "multiple use" of the shipwreck resources, and upheld the precepts of the "Law of The Sea Convention."….
