Bob, Spain's REAL policy seems to be what ever our government will allow them to get away with.
For the few people who still might not know about this, our government (Dept. of Justice to be more specific) contacted Spain and told them they should file a claim on an American citizen who had ALL the legal permits to search for a wreck. After almost two years of searching and using over a million dollars of their own money, the salvage firm Sea Hunt discovered the wrecks Juno & LaGalga. They were immediately taken to court by Spain AND our Government and preceded to lose everything in this unprecedented miscarriage of justice, including the right to recoup their expenditures from Spain for having found ‘their’ wreck.
Another little known case in point is the El Salvador off of N. Carolina. Although that ship has been worked on over the years by various salvors, the "Kingdom of Spain" has recently demanded a new group of salvors to 'cease and desist'! Fearing retribution akin to the Sea Hunt debacle and knowing that even our own government would back Spain, the Salvors pulled anchor and moved to the Keys.
As far as Spain signing on to the UNESCO treaty is concerned, they may as well have signed on to Al-Qaeda. Both international terrorists groups are pretty much frowned upon by civilized societies and therefore not ratified by those societies. UNESCO was D.O.A in 2001. However, some governments threaten to use UNESCO's defunked Machiavellian regulations as scare tactics to try and keep private enterprise stifled.
So I guess to answer your question Bob, Spain’s REAL objectives are to acquire ALL of their lost shipwrecks ‘booty’ all over the world. Our problem is that the United States is working with them to accomplish this. All the other countries have rightfully told Spain to take a flying leap. |
