Sorry Robert, I'm afraid I can't add anything more to that old anchor story except for your comment of a "permit" being before the sanctuary was established (implemented). Actually, you might have got that mixed up with our Admiralty claim on the Atocha site approx. 10 mi. away.
NOAA eventually honored the Atocha Admiralty claim and we were "grandfathered" in, but anything around the Woman Key area would now require a FKNMS permit as well as a contract with the State. All of which I don't think we would be interested in at this time. |
