Not Columbo. The only Columbo that even comes close to that is Candidate for Crime but the specifics don't match.

The only other episode I can think of that involved cars hitting each other would be when Jose Ferrer backed into another car at the Institute in Mind Over Mayhem, but again, the specifics don't match.

As I have your attention, this is a bit more about this episode.

Although not Columbo, some one may remember it all the same.

Recap:
The victim was set up to look like they died while parking their car, or leaving the garage.
Usually they put the car in either nose first or backed in.
It was done at night and another car, maybe the murderers, was used to run down the victim.
Though at night it was expected the head lights would be on
However the detective sees the broken headlight glass, and maybe filament, and deduces that they were off.
Also that the car was "the wrong way around" for how the victim usually parked. I think there was some device/thing to help with the parking with the murderer didn't see or know about.
This is the clincher to get the guilty party.

There's also A Deadly state of Mind. The fake story doesn't cut it because the made up killers would've been seen pulling up at night along the driveway. But alas it doesn't match your scenario either.

Cars! The episode that comes to mind is the one about the aging actress who lives in the studio and kills her assistant. She burns one car and then tries to kill the columnist by running him down.

The only other accident I recall is in Publish or Perish when the Cassidy character acts drunk and hits the couples car.

I don't recall any Columbo episode that matches the one you describe BUT I remember seeing a different tv show episode that resembles that. I just cannot recall the details.
