IUSS experience is a definite "plus" for the two Program Analyst positions. In particular, any former Senior Enlisted/Officers with multiple IUSS tours would probably stand out from any other applicants.
There is nothing to preclude you from applying for both of the Program Analyst positions.

FYI, the positions have all been filled. One of the Program Analyst jobs was filled internally. The other was filled with a new hire and the Security Officer position was also filled internally.
