2012 JOSEPH P. KELLY AWARD RECIPIENT - Mr. Bruce Rule

"It is with great pleasure that we announce that Mr. Bruce Rule is the recipient of the 2012 Captain Joseph P. Kelly Lifetime Achievement Award. This prestigious award is given to an individual whose significant contributions to the Integrated Undersea Surveillance System (IUSS) have had a profound impact on the present and future operations of IUSS.
Captain Joseph P. Kelly, who died in 1988, is regarded as the most important figure in the development of the Sound Surveillance System (SOSUS). In 1951, after service in World War II and with the Westinghouse Company, LT Kelly was called back to active duty and was assigned to head up "PROJECT JEZEBEL." That project eventually led to the commissioning of Naval Facility Ramey, Puerto Rico, in 1954; the first facility designed to detect submarines. In his twenty-one year association with the oceanographic systems, Captain Kelly became recognized throughout the Navy and industry as the "Father of SOSUS."
Mr. Rule started his naval officer career and association with IUSS in circa 1957 where he quickly became recognized as a subject matter expert. His association did not end with his naval service, he transitioned to government service as a civil servant where he pioneered and developed many standards and techniques which are still in use today. From the early days of SOSUS to the evolution of IUSS, Mr. Rule's innovations, influence, accepted practices and effects have been and will always be present. His dedication and foresight have ensured the highest standards of performance for the system and a lasting legacy for the future."
