I Googled: Project "BACKSCRATCH" and got this result: books.google.com/books?isbn=1586039679 Select it then go to Page 40. That chapter discusses the Bargaining Over Brawdy: Negotiating the Presence of American Military Presence in Wales 1971. Toward the end of the Chapter it refers to the Project BACKSCRATCH, implicated in the bargaining process. Hope this helps.

Apparently there are some documents you can view at the National Archives (UK)...see link. Not digitized, though, so you have to go there in person.
