What I considered to have been Tom Moore's most important contribution during all his years with ONI was an exquisitely detailed analysis of a multi-week event which, at Ron Smith's suggestion, Tom time-lined on an 10-foot long scrolled display that I took to NSA headquarters at Fort Meade, MD.

The scroll provided an irrefutable explanation of the purpose of a series of events that had occurred over a several year period, and which had been of great concern to both NSA and ONI.

Unfortunately for NSA, use of their own data extended the basic conclusion to cover the earlier events.

Those very high-level NSA managers and analysts who attended the briefing sat in stony silence neither asking questions during the presentation nor making any comments afterwards. They just walked away not even expressing thanks. They realized they had had the answer right before them from their own data and had missed it.

Once again, acoustics made a unique contribution thanks to the talents of analysts like Tom Moore and Ron Smith.
