The attitude of the Argentine authorities appears to be that since they can't charge
the crew because they are dead, they intend to charge those who were in any way
associated with sending the mission to sea.

It's a "someone has to hang" approach. The intent appears to be to ignore acoustic
evidence and proceed with the "guilty until proven innocent" assertion.
