A Somewhat Amusing LegaL Conundrum

A retired Navy Captain who is the driving force behind a so far
pretty successful effort to force the Navy to release THRESHER-
related information including some testimony before that Court of
Inquiry (COI) has run into a curious legal issue.

He wants my testimony before the COI including details of the
Shelburne detection of the collapse event and the anomalous
machinery system operation in the minutes before THRESHER
collapsed at great depth.

The problem is that he cannot ask for that without identifying
me by name and he has to have my legal authorization to do that.
If I were dead, it would be easier except for the fact that he would
have to use my name to establish that I am dead. It has all hallmarks
of a "you can't get there from here" situation.

It looks like I'm going to have to provide a notarized document giving
him permission, and even that may not be enough.

It seems that a fews ago the Navy really screwed up by releasing
medical records of still living veterans with the names attached. They
got in big trouble doing that and have been extremely reluctant since
then when dealing with names.
