The highway in question is California hwy 1 through Big Sur which is often closed due to major landslides. Caltrans spends millions per year trying to clear debris. Get one area open, only to have to deal with another slide north or south of first one. The Navfac is at the southern end of the scenic drive.
Caltrans is working on several sections of Hwy 1.
