Overstepping a CNA license

I just wanted to find out if you over stepped a CNA license if you could do an LPN. I have a friend that did and we have been tryin to find out for about 3 months now if she can go for LPN or not. The issue at hand was her starting an IV line. Can yall recommend somebody or something. We would really like to find out.
