is this an OSHA violation?

I work for a low-income clinic, they are reusing the vacutainer needle holder with every patient (butterfly method) is this a OSHA violation? I'm worried about the patients?

We have been taught (1998) in the Porter and Chester Medical Assisting training program that it is okay and common to reuse the needle holder (the winged plastic sleeve into which you slide the collection tube). Important is that the needle holders should be cleaned and sanitized frequently.
