This is really idle curiosity, but I've always wondered whether you're supposed to think of her as a secretary with an "unspoken" thing for her boss, because that's a kind of character that used to be more common in stories, right along with the secretary who CARRIES ON with the boss. In that one scene, she tells Columbo that everyone who works with Elliott gets caught up in the enthusiasm, by being a part of something big. So that makes her feelings about him sound platonic, but I always wonder.
