Even at the end. When the two punks are being arrested, Justin turns to Colombo and said "we did it because we knew how to do it". The subject of the stolen test never came up after Rusk was murdered.

I think a reason for that is he basically collaborates with the boys till the end of the episode, making them think he's not onto them, until the final shocking reveal.
