I believe this is a photo from the Columbo episode "Uneasy Lies the Crown" (1990). I think it's the scene where Columbo takes his red light out to put on top of his car and doesn't know how to get it to work. He also mentions to the incredulous people parked behind him that he's been on the force for 22 years.
