Is that the deadline for our rosters to be locked in also, Jim?

Rosters yes, lineups no. Rosters will be frozen on Aug. 22nd (after the final waiver wire goes through). No new players can be added but you can "adjust" your roster during the playoffs if you have a player come off your DL or get called up from the minors.
For lineups, you have until 5 minutes before the first game on the 22nd. Right now the schedule has MIL @ PIT beginning at 5:05 EDT.

Can I still make a lineup for the bye week and see my team's points?

Yes, as in the past, the 4 teams with a bye will be able to follow their teams during week #1 of the playoffs.

Also, there will be a consolation bracket for losing teams. Teams keep playing until they have 2 losses. This bracket is just for fun and has no bearing on the final 4 or next years draft order.
